FINANCIAL MANAGEMENT DIVISION - promotes and effects informed financial decisions and the allocation of resources through the provision of sound information and advice. Includes the following four functions: - BUDGET MANAGEMENT - prepares the annual budget and provides financial monitoring information and analyses to city management so that they can have useful, credible, accurate and timely financial information from which to make informed decisions.
- CAPITAL/DEBT MANAGEMENT - coordinates the city's capital improvements budget and capital improvements plan and provides debt management services to city departments.
- GRANTS MANAGEMENT - ensures the city is in fiscal and programmatic compliance with CDBG, HOME, ESG and HOPWA grant programs.
- PERFORMANCE MANAGEMENT - responsible for implementation of a performance management system on a citywide basis.
- PURCHASING - maximizes available resources by providing high quality internal customer procurement services, acquiring optimal goods and services at low cost and maximizing sales income by selling surplus at the highest prices.
ASSET MANAGEMENT GROUP - responsible for the overall, centralized management of city real property and certain facilities used for city operations not involving rights-of-way and utility easements. Includes the following two entities. - CONSTRUCTION MANAGEMENT OFFICE - provide supervision and management of contracts for the design, construction, renovation or repair of buildings used in city operations
FACILITIES MANAGEMENT DIVISION - efficiently and effectively provides construction, maintenance, repair and security for certain city buildings and structures.
- FLEET MANAGEMENT DIVISION - provide a state-of-the-art total fleet management service to allow other city departments and divisions to operate equipment in a cost-effective manner, minimizing the city's equipment budget.
- REAL ESTATE MANAGEMENT OFFICE - responsible for the management, acquisition, sale and leasing of real property (other than rights-of-way and utility easements) used in city operations.
